RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Academic and Student Affairs Committee, that the following academic calendars be and they are  hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Academic and Student Affairs Committee, that candidates for degrees at the SUBR 2004 Summer Commencement Exercises be and they are hereby approved.

RESOLVED by the Board of Supervisors for Southern University  and Agricultural and Mechanical College System, upon the recommendation of the Academic and Student Affairs Committee, that the 2003 - 2006 Strategic Plan for the Board of Supervisors and the Southern University System be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Academic and Student Affairs Committee, that the establishment of a Systemwide Center for Excellence in Teaching and Learning be and it is hereby approved.

Athletics Committee

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Athletics Committee, that the 2004-2005 Athletic Schedules for Men=s and Women=s Basketball and Men and Women=s Outdoor Track at SUNO be and they are hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Athletics Committee, that the 2004 - 2005 Athletic Budgets for SUNO and SUSLA be and they are hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Athletics Committee, that the increase in the Athletic Facility Improvement Fee of $25.00 per Semester and $12.00 per Summer Session at SUBR be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Athletics Committee, that the increase in the Student Intramural Fee of $39.00 per Semester and $12.00 for the Summer Session at SUBR be and it is hereby approved.

Executive Committee

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Executive Committee, that the grievance appeal filed by Mr. Jon Johnson regarding his removal as Director of the Small Business Development Center at SUNO be and it is hereby remanded to the Chancellor for action.

 

 

Facilities and Property Committee


RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Facilities and Property Committee, that permission be and it is hereby granted to the Administration to seek interest earnings from the Louisiana Legislature to cover the $1.9 million shortfall in funding necessary for the construction of the SUBR Dormitory Project, Phase II, as rebidded on May 11, 2004.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Facilities and Property Committee, that permission be and it is hereby granted to the Administration for the demolition of the three buildings named below that are in the ARight-of-Way@ for the Loop Road Project, Phase II on the SUBR Campus.

 

- Architecture Model Shop

- Goat Service Building

- Married Student Apartments

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, that permission be granted to the Administration to seek interest earnings to pay design fees in the amount of $208,751 that are currently in arrears for the A.W. Mumford Stadium addition.

On motion of Atty. Clayton, seconded by Mr. Caiton, the request submitted by the Administration to locate the Louisiana Office of Public Health Laboratory on the North Campus of Southern University at New Orleans was deferred for further study.

 

Motion carried unanimously.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, that the Proposed Third Party Financing of SU Campus Projects, Phase I, as amended and revised, May 2004 be and they are hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, that the Proposed Third Party Financing of the Dormitory Project at SUBR, Phase II, be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, that Student Fee Increases, as identified in the amended Analysis of Third Party Financing of Campus Projects and presented at the May 2004 meeting be and they are hereby approved.

 

 

Finance Committee

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Finance Committee, that the Student Insurance Contract for 2004-2005 with Monumental Life Insurance Company be and it is hereby approved, in accordance with existing terms and conditions.

 

FURTHER RESOLVED that the Insurance Company=s request for an increase in the annual premium amount of $1.00 ($.50 per semester and/or $.25 for Maymester and $.25 for the Summer Session) for students who were not enrolled in the Spring Semester be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Finance Committee, that the increase in the SUBR Athletic Facility Improvement Fee of $25.00 per Semester and $12.00 per Summer Session be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Finance Committee, that the 2004-2005 Fee Schedule for Part-time evening students at the Law Center be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Finance Committee, that SUSLA Chancellor Ray Belton be and he is hereby authorized to sign an agreement with the City of Shreveport for a Service Provider of Youth Activities Contract.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Finance Committee, that the professional legal service contract between the Southern University Board of Supervisors and DeCuir and Clark Law Firm, effective July 1, 2004 through June 30, 2006, be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Finance Committee, that the resolution authorizing the campuses within the Southern University System to implement a 4% tuition increase, subject to authorization by the Louisiana Legislature be and it is hereby approved.

 

FURTHER RESOLVED that the campuses must comply with any tuition waiver requirements imposed by the Legislature.

 

 

Personnel Affairs and Policy Committee

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of Mr. Arthur Smalls, Jr. as Director of Audit Services at Southern University - Shreveport, effective July 1, 2004 at a 12-month salary of $50,000, be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the medical leave with pay requests from personnel named below be and they are hereby approved:

 

-           Patrick Robinson, Assistant Professor of Biology, SUNO, effective retroactively from February 19, 2004 to May 10, 2004.

 

-           Abdul Waheed-Mian, Associate Professor, College of Business, SUNO, effective retroactively from February 21, 2003 to May 12, 2003.

 

 

-           Janifer Peters, Assistant to the Dean of the College of Engineering, SUBR, effective retroactively from May 21, 2004 to June 30, 2004.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of Franklin E. Patterson, as Director of Information Systems, SUBR, effective July 6, 2004 at a 12-month salary of $95,000 plus relocation expenses not to exceed $3,274.00 be and they are hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of Huey K. Lawson, as Executive Director of Academic Computing and Telecommunication Systems, effective retroactively to June 1, 2004 at a 12-month salary of $90,194 be and it is hereby approved.

 

      Board Member Myron Lawson abstained from voting on this action.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the probationary appointment of Ira Neighbors as Director of the BSW Program, SUNO, effective retroactively to March 1, 2004 at an 11-month salary of $61,111 be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of Charles Williams as Vice Chancellor for Academic Affairs and Tenured Professor of Education, SUNO, effective July 19, 2004 at a 12-month salary of $117,000 be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of E.C. Harrison as Interim Vice Chancellor for Academic Affairs, SUNO, effective July 1, 2004 until July 18, 2004 at a pro-rated 12-month salary of $96,000 be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of  E.C. Harrison as Special Advisor to the Vice Chancellor for Academic Affairs, SUNO, effective July 19, 2004 to August 31, 2004 at a pro-rated 12-month salary of $96,000 be and it is hereby approved.

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Personnel Affairs and Policy Committee, that the appointment of Richard Wilson as Dean of the College of Business and Tenured Professor of Economics, SUNO, effective August 1, 2004 at a 12-month salary of $103,000 be and it is hereby approved.

 


 

Audit Compliance and Review Committee

RESOLVED by the Board of Supervisors for Southern University and Agricultural and Mechanical College System, upon the recommendation of the Audit Compliance and Review Committee, that the Annual Review Program for FY 2004-2005 for the SU System Internal Audit Office be and it is hereby approved.
