COMPTROLLER

The Comptroller is responsible to the Associate Vice Chancellor for Financial Operations for directing and coordinating the accounting, bursary, payroll, and accounts
payable, financial control, and operational auditing functions for the Southern University System. The Comptroller will maintain fiscal accountability for all agencies of the Southern University System, including oversight and coordination of financial administration and financial control of the Southern University System. The Comptroller will stay abreast of accounting and reporting changes affecting the University and provide management with recommended policy and procedure modifications based on documented effectiveness evaluations, and will develop accounting and administrative controls to safeguard University assets and to ensure objectives are met.

  • Serves as system administrator for the Southern University financial system and optimizes system efficiency by monitoring audit controls, analyzing performance indicators, and maintaining data integrity. Sets priorities and delegates duties and responsibilities to supervisors in the accounting and bursar division, accounts payable, payroll, financial control, and operational auditing sections by proper internal control guidelines. Oversees the record retention of university documents.
  • Maintains the University Chart of Account Structure to allow for adequate accountability and reporting as prescribed by the National
    Association of College and University Business Officers and other external agencies. Coordinates the establishment of financial
    reporting guidelines and timetables for the Southern University System.
  • Reviews all financial reporting requirements and principles and ensures that all financial reports are prepared following
    generally accepted accounting principles and procedures as prescribed by the Financial Accounting Standards Board and
    Governmental Accounting Standards Board and in a format that meets the most recent reporting requirements of all State, Federal, and
    Local agencies
  • Develops and implements appropriate fiscal rules, policies, and procedures; maintains current and updated policies and procedures
    manual for all finance-related functions performed by the Comptroller’s Office staff; ensures compliance with policies, procedures, and
    financial plans for the university.
  • Interacts with federal, state, and private governmental agencies regarding fiscal matters affecting the university. Confers with internal
    auditors, Legislative, Federal, and other external auditors during the time they are performing an audit of the University as required by law
    and various regulations
  • Ensures that University, state, federal, and private guidelines and regulations relating to the disbursement of funds are properly and
    adequately followed. Reviews, audit reports, findings, and recommendations to help implement required compliance actions,
    and to formulate appropriate written responses to findings and recommendations promptly.
  • Makes special written reports and fiscal impact statements to the Associate Vice Chancellor for Financial Operations relative to
    particular problems in the area of finance and makes recommendations for correcting such problems.
  • Serves as a project team member and leader in the conceptualization and development of accounting systems and sub-systems.
    Coordinates and directs the implementation of such systems after securing administrative approval.
  • Coordinates staff training and development programs. Attends workshops, conferences, and meetings as a university representative.
  • Coaches, counsels, and disciplines financial staff personnel. Plans, monitors, and appraises job results. Other duties and
    responsibilities as assigned
